Best Hotels in Perugia: Where to Stay in Umbria's Capital
Perugia is a steep, medieval hilltop city with a complex vertical geography — the upper historic centre, the mid-level university area, and the lower modern town connected by escalators, elevators, and the Minimetrò. Staying in the upper city is the obvious choice for character; staying lower gives easier access to parking and the train station.
Where to Stay
Upper historic centre (Corso Vannucci and surrounds) — the best position. The Galleria Nazionale dell’Umbria, the fontana, and the best restaurants are here. Narrow medieval streets and some of the most interesting architecture in Umbria. Parking requires arrangements through the hotel.
University district (below the aqueduct) — slightly more affordable, with a student energy that keeps bars and restaurants lively. Still within walking distance of the upper city.
Lower town (Santa Anna area) — practical for arrivals, close to the Minimetrò terminus, and cheaper. The atmosphere is limited but parking is much easier.
Budget: €60–100/night
Guesthouses and student-oriented hotels in the lower and mid-level areas. Good value; the Minimetrò makes the upper city accessible in 5 minutes. Some budget options exist in the historic centre in slightly less maintained buildings.
Ostello della Gioventù (Via Bontempi 13) — central hostel for budget travellers, well-placed in the historic centre. €25–45/night dorms, €70–100 private rooms.
Mid-range: €100–180/night
Boutique hotels and converted palazzi in the upper historic centre. Perugia has some excellent mid-range options — the university ensures a market for quality accommodation at reasonable prices.
Hotel Fortuna (Via Luigi Bonazzi 19) — three-star in the historic centre, well-run, good breakfast. €100–170/night.
Hotel La Rosetta (Piazza Italia 19) — directly on Piazza Italia, good mid-range option with genuine character. €130–210/night.
Agriturismo Il Covone (Colle Umberto area, outside the city) — countryside option with pool and Umbrian valley views. €120–200/night.
High-end: €180–300/night
Refined historic hotels in the upper city. Some have views over the Umbrian valley that stretch to Assisi on clear days.
Brufani Palace (Piazza Italia 12, Starhotels collection) — Perugia’s grand historic hotel on the main piazza, views over the Umbrian valley, the benchmark property. €200–380/night.
Practical Notes
- Umbria Jazz Festival (July) is the largest event in Umbria — book 3–4 months ahead if visiting then; prices double
- Eurochocolate festival (October) similarly fills the city — advance booking essential
- The Minimetrò connects the lower train station area to the upper city (quick, modern, frequent)
- Assisi is 25 kilometres away — an easy day trip; Spoleto, Gubbio, and Orvieto all reachable in under an hour. For those arriving by car, car hire from Perugia is the most flexible option for reaching the outlying Umbrian hill towns

Getting to the hilltop
Perugia’s historic centre sits on a hilltop approximately 450 metres above the valley. The Minimetro connects the lower car parks and train station area to the centre in approximately 5 minutes (approximately €1.50). Escalators from Piazza Partigiani through the Rocca Paolina fortress also reach Piazza Italia. The main train station (Fontivegge) is approximately 3km downhill from the centre — take the Minimetro or bus E. If driving, park at Pian di Massiano (free, Minimetro-connected) rather than attempting the narrow, ZTL-restricted hilltop streets.
